The event was co-chaired by Hoang Trung Hai, Politburo member, Secretary of the Municipal Party Committee; Ngo Thi Thanh Hang, member of the Party Central Committee, Permanent Deputy Secretary of the Municipal Party Committee; Nguyen Duc Chung, member of the Party Central Committee, Deputy Secretary of the Municipal Party Committee and Chairman of the Municipal People’s Committee; Nguyen Thi Bich Ngoc, Deputy Secretary of the Municipal Party Committee and Chairwoman of the Municipal People’s Council; and Dao Duc Toan, Deputy Secretary of the Municipal Party Committee.
At the session, the Municipal Party Committee Executive Board also assess the Party building task in the first quarter of 2019, and outline orientations and key missions in the Rest of the year.
The board will also give feedback on a draft plan on realizing Decision No. 08-QĐi/TW dated October 25, 2018 of the Party Central Committee on the responsibility for setting examples of officials and Party members, firstly members of the Politburo, the Secretariat and the Party Central Committee; a report on the adjustment of the Hanoi capital construction master plan to 2030 and vision to 2050; and carrying out the personnel work.
According to a report of the Party Board of the Municipal People Committee made by Permanent Vice Chairman of the Municipal People’s Committee Nguyen Van Suu, in the first quarter of 2019, the city’s economy posted a high growth rate.
Gross domestic product (GRDP) rose 6.99% compared to 6.98% in the same period last year and there were increases in all three sectors (services up by 7.08%; construction – industry up by 7.13%; and agriculture up by 2.57%).
Total State budget revenue reached over VND68 trillion, equivalent to 25.9% of the estimate, up 30.3% year on year. Budget expenditure was estimated at over VND12 trillion, equivalent to 11.9% of the estimate. Export turnover hit USD3,303 million, presenting a year-on-year increase of 11.3%. Total investment for social development was estimated at over VND54 trillion, up 10.5% over the same period last year.
Tourist arrivals in the city reached 7.47 million, up 10.6% annually. Total tourism revenue was estimated at nearly VND27 trillion, up 32% over the same period last year.

Notably, the city ranked 9th among 63 provinces and cities in the country in the 2018 provincial competitiveness index (PCI). FDI attraction reached USD4.04 billion (compared to USD399.8 million in the same period last year).
In the first quarter, Hanoi issued business licenses to 6,339 newly-established enterprises with a registered capital of over VND52 billion, up 16% over the same period last year. So far, there have been nearly 260,000 businesses in the city.
Besides, Hanoi made great gains in urban order, traffic, construction order and socio-cultural development, among others.
However, the report also pointed out some existing problems and weaknesses.
Thus, the Party Board of the Municipal People’s Committee outlined 11 major missions for the last nine months of the year, firstly carrying out 76 tasks and solutions at Action Program No. 12/CTr-UBND dated January 10 of the Municipal People’s Committee on the socio-economic development and state budget estimate associated with strictly executing the theme of 2019 titled “Improving the effectiveness and efficiency of the political system”.
Among the key tasks include improving business and trade environment; promoting start-ups and investment attraction; improving the competitiveness and drastically taking measures to speed up land clearance, construction and capital disbursement for key projects, among others.
