In attendance were Vice Chairman of the Municipal People’s Committee Ngo Van Quy, leaders of departments, sectors, agencies, and representatives of units providing infrastructure, information technology (IT) services.
According to a report of the Department of Information and Communications, carrying out the direction of the Municipal People’s Committee to ensure that by the end of 2018, the city will provide 55% of online public services at level 3, 4 while carrying out the city’s shared electronic one-stop-shop system, the Department of Information and Communications has cooperated with departments, sectors and agencies to supply online public services among units. So far, the city’s online public service portal (https://dichvucong.hanoi.gov.vn) has been connected to the shared one-stop-shop system as regulated at Article 16, Circular No. 01/2018/TT-VPCP dated November 23rd, 2018 of the Government Office and Decree No. 61/2018/ND-CP dated April 23rd, 2018).
Accordingly, the city has provided a total of 1,055 online public services, including 916 online public services at level 3 and the rest at level 4.
In terms of deploying the online one-stop-shop system, the Department of Information and Communications has collaborated with relevant units to open training courses for 255 civil servants from the city’s departments, sectors, People’s Committees of districts, towns.
Making conclusion at the meeting, Chairman of the Municipal People’s Committee Nguyen Duc Chung highly appreciated effort of departments, sectors and districts in reviewing and re-arranging administrative procedures while enhance cooperation with relevant units to provide 55% of online public services by December 331st, 2018 as plan.
Stressing key missions in 2019, Ha Noi needs to speed up construction of e-government, he noted.
He also requested agencies and units to make more effort to provide 100% of online public services at level 3, 4 in 2019.
He urged the Department of Information and Communications to approve the electronic architecture framework in the first quarter of the year, continue organizing IT training courses for officials and civil servants. Meanwhile, relevant agencies need to focus on removing difficulties and problems in hiring IT services, facilities, he asked.
Leaders of departments, sectors, districts and towns will be responsible for finishing database digital synchronization in 2019.
Regarding installation of camera system to supervise traffic, security and order, Chairman Nguyen Duc Chung said that the city would grant a standard legal document, assign departments and relevant sectors to choose a contractor to build the smart traffic management software.
He also assigned the Department of Tourism to carry out a smart tourism project; the Department of Education and Training to strengthen IT training, and give guidance on implementing online public services among high school students.
In terms of construction and operation of smart centers, the city leader assigned the Municipal People’s Committee Office to seek an advisor in biding for implementation unit.
The Department of National Resources and Environment needs to build land database that is considered as one of the two important categories to build smart city and e-government, he urged.
He emphasized that functional agencies must pay more attention to concentrated IT park in Dong Anh District as well as public lighting systems in Gia Lam District.
