Development of growth poles as driving force for regional connectivity (09:23 07/10/2018)


HNP – Making a statement at the Conference on 30 years of FDI attraction in Viet Nam on October 4th, Chairman of the Ha Noi People’s Committee Nguyen Duc Chung said that over the past 30 years, along with the country’s general achievements in carrying out renewal, open-door, international integration policies, Ha Noi is becoming a fast growing megacity.  The expansion of foreign relations and trade cooperation has helped Ha Noi increase its status and prestige among international business communities. Ha Noi is always one of the localities leading in FDI attraction.

In 1989, Ha Noi recorded the first FDI projects worth US$48 million. By September, 2018, the city has had 4,372 projects with the total registered capital of over US$33.3 billion. In the two years of 2016, 2017 and the first half of 2018, Ha Noi attracted nearly US$12.5 billion, equal to 59% of the total FDI investment in the period of 1986-2015. With nearly US$6.3 billion in the first nine months of 2018, the capital city takes lead in FDI attraction. 
 
With the potential of capital and technology, FDI sector has significantly contributed to the Capital’s socio-economic development. FDI capital accounted for 10-15% of the total amount of social investment, contributing to maintaining the high growth rate in GRDP over the past years, helping Ha Noi deeply integrate with the global economy and creating more jobs for over 270,000 young laborers. 
 
The city’s development has significantly contributed to the general development of provinces, cities in the northern region, Red River Delta.  The economy takes lead in the northern key economic region's development and plays an important role in the country’s socio-economic development. 
 
To promote the leading role and create driving force in the regional connectivity in accordance with orientations of the Government and the Prime Minister, Ha Noi will continue attracting more domestic and foreign investments in the direction of expanding the cooperation with other provinces and cities so as to establish an ecosystem and a scientific and technological community which can use shared infrastructure utilities.
 
Ha Noi has identified key sectors, fields given priority to investment attraction, such as  synchronous infrastructure development, transport, smart urban areas, environment, agro- forestry and fishery productions, recycled energy, etc.
 
In addition with efforts to effectively invest in infrastructure, create favorable conditions for investment, business, and strengthen administrative reform, e-government, the capital city expects to boost stronger cooperation with provinces, cities in the region. 
 
Chairman of the Municipal People’s Committee Nguyen Duc Chung also proposed a number of key solutions, including: 
 
Firstly, tightening the cooperation in building and carrying out local master plans so as to take advantages of every province, city and create highly competitive products in global value chains, contributing to enhancing regional and economic development. 
 
Secondly, continuing improving investment, business environment to serve local enterprises and people, making and effectively implementing solutions, programs, plans.
 
Thirdly, strengthening exchanges, experiences and seeking ways to boost cooperation, investment attraction in fields of transport, smart urban areas, environment, health, commerce, services, etc.
 
Fourthly, recommending the Government to assign provinces, cities to call for investments and implement key projects in planned areas, taking advantages of every locality to speed up the implementation of projects. 
 
Fifthly, suggesting Ministries, sectors set up information channels to provide new policies, orientations, programs, and plans so that localities can timely grasp, make and amend investment, trade, and tourism promotion activities. 
 
Finally, recommending the Government, the Central’s ministries, sectors, agencies to create favorable conditions for Ha Noi and enterprises as well as provinces, cities to organize and join in investment, trade, tourism promotion activities so as to attract international investors; making preferential policies for investment attraction, trade, and tourism development in line with local and national orientations.
