In the period of 2008 to 2018, Ha Noi has released a number of documents, increased leadership, given detailed tasks to the city’s departments, agencies, sectors and People’s Committees of ethnic minority districts in mountains area, and performed tasks according to its assigned functions and mission. The city has integrated programs and projects in order to put the ethnic minority policies into practice effectively.
Pursuant to Resolution of the Standing Commission of Ha Noi Party Committee, the Municipal People’s Committee released Plan No. 166/KH-UBND dated November 30, 2012 on social and economic development in ethnic minority area of Ha Noi for the period of 2013 to 2015. Accordingly, from 2011 to 2015, the city invested VND 1,276.5 billion for 202 works, and encouraged urban districts to register for support and investment in 46 cultural houses of communes; total investment was VND 92 billion. The Ha Noi Electricity Corporation invested in 5 projects on improving power system with total amount of VND 101 billion.
In an effort to further implement Resolution No. 06-NQ/TU dated October 31, 2011 of the Standing Commission of the Municipal Party Committee effectively, the Municipal People’s Committee issued Plan No. 138/KH-UBND dated July 15, 2016 on social and economic development in ethnic minority area of Ha Noi for the period of 2016 to 2020; total investment is estimated at VND 2,324 billion. It is expected to create progress in production, improve income, reduce poverty sustainably, change the economic structure towards higher proportion of service, industry and tourism sectors; speed up the progress of new-style rural area construction; use the land and labor resources efficiently; increase investment in technical infrastructure, pay attention to boosting the cultural and social development, build a cultured lifestyle, protect and promote cultural values of the ethnic minority groups; strengthen national defense and security, maintain social order and safety; build the strong and transparent political system.
So far, Ha Noi has funded the projects under Plan No. 138/KH-UBND dated July 15, 2016 with VND 850 billion.
