More measures for child protection (21:38 08/08/2018)


HNP – Prime Minister Nguyen Xuan Phuc presided over a national teleconference on child protection and more measures against child violence, abuse on August 6th. In attendance were Deputy Prime Minister Vu Duc Dam, and leaders of relevant ministries, sectors and agencies. At Ha Noi’s destination, Vice Chairman of the Municipal People’s Committee Ngo Van Quy attended the teleconference.

According to a report of the Ministry of Labour, Invalids and Social Affairs, by the end of December 2017, Viet Nam has a total of 26.3 million children. The average sex ratio of newborns is 112.4 males to 100 females. The mortality rate is 14.35‰ in children under one year old and 21.55‰ in children under five years old; 81% of mothers and newborns are taken care of in the first week after birth; 98.6% of children under one year old are fully vaccinated; the malnutrition rate is 12.4% and the rate of stunted children is 24.2%; the rate of children attending kindergartens is 90,9%; 87% of children under special difficult circumstances are given assistance, etc.

In Viet Nam, as many as 2,000 child abuse and violence cases are detected every year, in which child sexual abuse accounted for 60%. In recent three years, the number of child abuse and violence cases in Viet Nam has decreased slightly. In the first five months of 2018, 682 child abuse cases were detected and handled. Remarkably, children were abused by relatives in families making up 21.3%, by acquaintances and neighbors 59.9% and strangers 12.6%.

At the conference, participants expressed their opinions against child violence and abuse cases. Accordingly, it is vital to boost the cooperation and synchronous assistance among ministries, sectors, social organizations and communities in localities, and make cooperation mechanisms on preventing and handling child abuse cases in localities.

Making conclusion at the teleconference, PM Nguyen Xuan Phuc stressed that child violence, abuse is seen as illegal activities affecting good moral and cultural values, especially children's health and life.


Therefore, the PM stated that care and protection, along with creating a healthy living environment for children, is a strategic task and the responsibility of the whole political system, as well as of every community and family.

To improve efficiency of child protection, the PM requested levels, sectors, localities to raise awareness on child protection and strictly observe provisions of Law on Children and create favorable conditions for children’s comprehensive development.

Notably, PM Nguyen Xuan Phuc assigned the Ministry of Labour, Invalids and Social Affairs to urgently make and submit to the PM a scheme on the mobilization of social resources for childcare support among ethnic minority communities and mountainous areas.


He called on the Viet Nam Fatherland Front Committee to continue launching winter clothing donations for children in ethnic minority and mountainous areas.


All levels, sectors to launch the movement “All people join in child protection” in association with the movement “All people unite to build cultural life”, the PM urged.

 

“The consistent view of the Party and the State is to make the best for children. We must do everything possible to ensure that children are the first to enjoy the fruits of socio-economic development,” PM Phuc affirmed.
