Giving a report at the session, Vice Chairman of the Municipal People’s Committee Nguyen Doan Toan said that, in the 2011-2016 period, Ha Noi implemented 14 ODA programs, projects worth nearly VND 69 trillion, including nearly VND 43 trillion of signed capital.
Most of ODA loans have been invested in important social – economic infrastructure, such as urban traffic system, environment, water drainage, etc, significantly contributing to the city’s socio-economic development and attracting domestic and foreign investors.
In addition to positive impacts to Ha Noi’s socio – economic development, Vice Chairman Nguyen Doan Toan pointed out a number shortcomings of using ODA loans in the period of 2011-2016.
To attract, manage and use ODA loans effectively, the Municipal People’s Committee proposed the Ministry of Investment and Planning, the Ministry of Finance and the State Banks of Viet Nam to accelerate settlement of related procedures.
Especially, the city also recommended ministries to seek measures to further improve the ownership role of Viet Nam in negotiating and receiving ODA so that specific conditions of each donor are in harmony with current laws of Viet Nam.
2018 is seen as an important year of carrying out medium-term plan 2016-2020, Ha Noi proposed the National Assembly to consider adjustment and supplement of the medium-term capital plan for ODA projects to meet the needs of disbursement.
The delegation checks projects
Exchanging a number of contents with the delegation, Chairman of the Municipal People’s Committee Nguyen Duc Chung said that all public investment and ODA projects have been passed by the Municipal Party Committee and the People’s Council.
He added that the city needs the capital of the Government to implement huge projects, such as To Lich River, Nhue River, or urban railway projects.
Regarding to problems of land clearance, the Chairman said that over the past years, Ha Noi has focused on carrying out three major solutions.
Recognizing Ha Noi’s drastic participation in managing and using ODA loans, Head of the NA Committee on Financial and Budgetary Affairs Nguyen Duc Hai urged the city to work with ministries and relevant agencies to timely remove difficulties and obstacles.
In terms of using ODA loans for traffic infrastructure, comrade Nguyen Duc Hai requested Ha Noi to focus on accelerating land clearance to implement projects synchronously.
He pledged that the delegation will consider the city’s recommendations and propose the NA Standing Committee to adjust, supplement proper mechanisms and policies, contributing to improving the efficiency of using ODA and other preferential loans in the coming time.
Previously, the delegation checked two projects, including Pilot Urban Railway in Ha Noi, Nhon - the Ha Noi Railway Station section and Ha Noi metro Line 2, Nam Thang Long - Tran Hung Dao route.
