Senior officials were present at the meeting, including Permanent Vice Chairman of the Municipal People’s Council Nguyen Ngoc Tuan, Vice Chairman of the Municipal People’s Committee Nguyen Quoc Hung.
According to Vice Leader of Ha Noi Inspectorate Bui Van Dinh, over the first four months of 2018, the city inspectorate has comprehensively conducted inspection, settles complaints and denunciations, strictly implemented direction, working program and instruction of the Municipal Party Committee as well as the People’s Committee. Quality of inspection, complaint and denunciation settlement is improved; special attention is paid to complicated, prolonged cases with crowded petitioners which might lead to social disorder.
Ha Noi Inspectorate conducted 25 inspection sessions, of which 11 scheduled and 14 unscheduled. As a result,the Inspectorate proposed withdrawal of VND 1.4 billion. The inspection focused mainly on leaders’ responsibilities in several sectors, such as land use and management, construction and investment, finance and budget, and social insurance. Furthermore, the Inspectorate conducted unscheduled inspection for burning issues, such as project on paving sidewalksin some districts.
Working groups under Ha Noi Inspectorate checked implementation of inspection results in 6 units. So far, 8,417 out of 10,514 conclusions have been implemented completely, accounting for 82.89% and increasing 10% against 2017. Regarding reception of citizen, denunciation and complaint settlement, the Inspectorate received 222 turns of citizens, received and handled 878 papers, received, verified and reported to the Municipal People’s Committee 124 out of 232 cases, accounting for 53%. Effort was increased to overcome problems and improve quality of citizen reception, denunciation and complaint settlement, and complete complicated, prolonged cases. 13 out of 24 denunciation and complaint cases according to instruction of the Government’s Office were handled, and 256 of 526 cases according to Resolution 15 of Municipal Party Committee were completed.
For anti-corruption, the Inspectorate strictly implements instruction of the Municipal Party Committee and People’s Committee, increases transparency and publicity, makes more effort to handle complaints, denunciations and verify cases. It also establishes inspection teams to detect shortcomings in legal regulations or state management, thus suggesting measures to handle them. The Ha Noi Inspectorate established three inspection teams to check responsibilities of Chairpeople of People’s Committees of Tay Ho, Gia Lam districts and Son Tay town. Another one is being set up to check 55 bidding packets in Phuc Tho district.
On the other side, the Inspectorate pointed out shortcomings over the past four months, such as slow progress in inspection, quality of complaint, denunciation resettlement and inspection result, and limited application of information technology at work.
For the following months of 2018, it highlights four key tasks, including implementation of Directive 35-CT/TW of the Politburo, Directive 15 and Resolution 15 of the Municipal Party Committee, Directive 07/CT-UBND dated April 24, 2018 of the Municipal People’s Committee on increasing quality of citizen reception, complaint and denunciation resettlement, urging implementation of prolonged and complicated cases, and increasing application of information technology.
