The conference was presided over by Permanent Vice Secretary of the Municipal Party Committee and Head of the Steering Committee for Program 02 Ngo Thi Thanh Hang, and Vice Chairman of the Municipal People’s Committee Nguyen Van Suu.
In the first half of 2017, Ha Noi’s agriculture sector sees signs of growth: value added of agro-forestry-fishery increases 2.25%; total production value reaches VND 18,631 billion, an increase of 2.85% against the same period last year. Two more suburban districts are recognized for meeting standards of new-style rural area, including Dan Phuong and Dong Anh. 255 out of 386 communes are recognized as new-style rural areas, accounting for 66.06%.
The districts and suburban districts proactively issue land use right certificates. By the end of June 2017, the city issued 611,370 out of 625,257 certificates after land regrouping, accounting for 97.8%. Some localities completely issue certificates for peasant households, such as Thuong Tin, Phuc Tho, Thanh Tri and Thach That. 37 high-tech models for agriculture production are developed according to request of the Steering Commitee; some suburban districts witness high number of models, such as Soc Son (eight models), Thanh Tri (six models), Quoc Oai (five), and Dan Phuong (three).
After districts and agencies voiced the difficulties that they are facing, Vice Chairman of the Municipal People’s Committee Nguyen Van Suu acknowledged the opinion, urged departments and agencies to handle problems under their authority and issue working regulation of Coordination Office for New-style Rural Area Construction Program soon.
Regarding animal husbandry, he asked suburban districts and towns in cooperation with relevant units to apply high-tech in cow husbandry, thus meeting market demand and increase people’s income.
For their part, suburban districts shall urge communes to increase effort to meet new-style rural area construction standards and avoid capital constructions debt; agencies and departments consider proper policies for land use right auction and construction of industrial clusters far from residential areas; districts and towns regularly assess new-style rural area construction, he said.
Permanent Vice Secretary of the Municipal Party Committee Ngo Thi Thanh Hang requested Department of Agriculture and Rural Development to coordinate with departments and agencies to implement cultivation plan, especially the approved ones, and enhance trade promotion as well as connection to promote consumption. She also urged the Department to announce guidance on building, approving projects to change structure of plants, domestic animals and apply science, technology in production.
As the two suburban districts recognized for meeting new-style rural area standards in 2017, Phuc Tho and Gia Lam were urged to cooperate with city’s agencies for investment, enhance vocational training and agriculture promotion, develop production model in order to improve people’s income, and consider developing traditional occupational villages to create jobs for the peasants.
Furthermore, Ngo Thi Thanh Hang asked suburban districts and towns of Ha Noi to implement movements to build new-style rural area, civilized urban and cultural lifestyle, put pilot incinerators of domestic waste into operation, and give assessment for further application.
