In attendance were Politburo members, PCC Secretaries: Pham Minh Chinh, Head of the PCC’s Organisation Commission; Vo Van Thuong, Head of the PCC’s Commission for Communication and Education; Nguyen Van Binh, Chairman of the PCC’s Commission for Economic Affairs.
Among leaders of Ha Noi were Nguyen Lan Huong, Head of the Party Committee’s Commission for Mass Mobilisation; Phung Thi Hong Ha, Vice Chairwoman of People’s Council, Ngo Van Quy, Vice Chairman of the People’s Committee and leaders of departments, sectors, agencies, districts and towns in the area.
Giving a report at the conference, Deputy Head of (PCC)’s Commission for Mass Mobilisation Tran Thi Bich Thuy said that in 2017, the political system has made greater gains in the mass mobilisation task. Particularly, all levels, sectors have implemented the mass molilisation in association with political missions of localities and emulation movements. Furthermore, Party Committees at all levels has also received and settled people’s recommendations in localities.
Over the past years, authorities at all levels have focused on communication to encourage people to well perform the tasks of the socio – economic development; effectively deploying social welfare policies to help people to overcome consequences of natural disasters and stabilize their lives; strengthening administrative reform and well implementing democratic regulations in localities.
In addition, the PCC’s Commission for Mass Mobilisation and Commissions for Mass Mobilisation of localities have innovated their operational contents and methods; boost the ties with provinces, Party Committees in performing political missions, contributing to consolidating great unity and successfully completing the targets of social – economic development and security – national defence.
For Ha Noi, over the past year, the Municipal Party Committee’s Commission for Mass Mobilisation has issued and effectively deployed Decision No. 2200-QD/TU dated May 25, 2017 of the Party Committee on “Regulations on direct contact and dialogue between heads of committees, administrations at all levels with Fatherland Front, socio-political organizations and people in the capital city”, contributing to creating a high consensus in land clearance for projects and burning issue settlement.

Moreover, the Commission for Mass Mobilisation has effectively implemented Decisions No. 217, 218/QD-TW in association with Decision No. 6525-QD/TU dated September 25, 2015 of the Party Committee “Regulations on responsibilities of Party Committees, authorities at all levels, social - political organisations and people in building the Party and administration of Ha Noi”, etc.
Addressing the event, PM Nguyen Xuan Phuc praised the efforts and achievements of the mass mobilization sector, having great contributions to fulfilling missions of the socio – economic development, security – national defence in 2017. However, he also pointed out shortcomings and weaknesses in performing mass mobilization duties.
PM Nguyen Xuan Phuc thanked the PCC’s Commission for Mass Mobilisation for its agreement with the Government to choose the theme of 2018 as the Year of Government Mass Mobilisation. He also asked all levels, sectors to grasp and strictly perform the task.
“Ministries, sectors and localities should strictly implement resolutions, directives, announcements and conclusions of the Politburo and the Secretariat; Directive No. 16/CT-TTg dated May 16, 2016 of the Prime Minister on mass mobilization. The entire system must join hands to perform the mass mobilization task”, he underlined.
Additionally, the PM requested ministries, sectors and localities to boost administrative reform to create favorable conditions for people and enterprises; brilliantly perform the works of citizen reception, dialogue and settlement of petitions, complaints, denunciations and legitimate aspirations of the people, he said, insisting on the tightened inspection and serious handling of acts of corruption, wastefulness and troubling people and enterprises.
The Government leader affirmed the Government would make more efforts to unceasingly care for and improve the material and spiritual lives of the people from all strata of society, mitigate the wealth gap and ensure that nobody will be left behind on the country’s development path.
