Ha Noi reaches growth rate of 8.5% in 2017 (21:22 06/12/2017)

HNP - The statement was given by Permanent Vice Chairman of the Municipal People’s Committee Nguyen Van Suu at the 5th session of the People’s Council (tenure 15), as he presented report on socio-economic development in 2017 and key tasks in 2018.

In 2017, Ha Noi witnesses good growth of the economy (8.5%), and fulfills target. Total state budget revenue is estimated at VND 207.628 trillion, accounting for 101.4% of estimates, and increasing 15.7% against 2016; domestic revenues are VND 187.64 trillion, accounting for 101% of estimates, increasing 16.1%. Total budget expenses are estimated at VND 75.205 trillion.


Industry production index rises up 7%. Market is stable; consumption price index increases 3.05 to 3.11%; total circulation of goods and service revenues increase 10.3%. Banking credit sees development, and meets demand of goods circulation and capitals for production. Ha Noi welcomes around 23.83 million arrivals of tourists, an increase of 9%, of which 4.95 arrivals of international guest (up 23%). In spite of unfavorable weather condition and sharply decreasing prices of farm products at some moments, agriculture makes progress; added value increases around 2%.

Ha Noi also increases leadership to implement programs and projects on new-style rural area construction. So far, four suburban districts and 285 communes are recognized for meeting standards of new-style rural areas.

Investment and business environment are improved significantly; there are remarkable progresses in attracting investment. PCI leaps 10 places, and Ha Noi ranks 14 among 63 cities and provinces. Online business registration rate is nearly 100; rate of online tax declaratio is 98%, and rate of online customs procedure 100%. City gives approval on principal for 160 non-state funded projects with total value of VND 110 trillion. FDI is estimated at US$ 3.356 billion. The city receives 128 PPP projects, of which eight have been completed and 12 are in progress. Business registration is issued for 25,160 enterprises, an increase of 11%. Registered capitals are VND 240 trillion, rising 4%. Ha Noi is considering approval for plan on encouraging production and business sectors, units and individuals to establish enterprises, thus striving to have 400,000 enterprises by the end of 2020. Total social investment is estimated at VND 308.5 trillion, increasing 11%.

Urban planning, order, construction management, natural resource exploitation and environment protection are enhanced. The city supplements and completes six planning schemes, makes 20 projects on zoning and four detailed projects on urban design. Attention is paid to urban order and civilization. Authorities proactively check construction works, and take drastic measures to handle unsolved cases of violation. One Million Trees program is continued; total number of 462,000 trees is planted in Ha Noi. Iparking is launched on two streets, and inspection is conducted at all parking places and streets for further application of the application. Further effort is made for land management and site clearance; land and house use right certificates are issued for 98.4% of cases. 1,000 hectares of land for 300 projects are handed over; an amount of VND 10 trillion is spent, and 1,200 households are resettled.

The city also witnesses comprehensive development in the field of social and cultural affairs. 100 schools are recognized for meeting national standard; online enrollment is launched for kindergarten, first and sixth grades; online teacher e-markbook is put into use in schools; international cooperation in education and training is increased. For health care, around 30 new technologies and techniques are applied in medical treatment and checkup; around 859,000 online dossiers are set up for medical checkup and monitoring. Free test for large intestine and rectum cancer are offered for people aged over 40.

Year of Administrative Discipline campaign makes significant progress. Ha Noi’s Administration Index ranks third nationwide. Inspection, complaints and denunciations settlement are enhanced. Information technology is applied in state agencies. 456 online public services are launched. Ha Noi also ranks second among 63 cities and provinces for readiness to apply information technology.
National defense, political security and social order are maintained, while foreign affairs are expanded. The city attends diplomatic events in the fields of politics, economy and culture in Viet Nam and abroad, such as APEC, World Cities Summit and World Cities Summit Mayors Forum. Ha Noi also supports Cambodia to build Ha Noi - Phnom Penh Friendship Road, helps Laos to build Vientiane School of Politics and Administration, and visits soldiers and residents on Spratly Islands and DK1 platform.

Along with the progress, Nguyen Van Suu pointed out some shortcomings. Accordingly, the city makes slow progress in performing tasks in several fields; economic growth is incommensurate with potential and strength; economic growth is not really stable and sustainable; planning, construction, urban management, land management, traffic safety do not meet requirements yet. Furthermore, social and cultural development is incommensurate with city’s potential and strength; cultural criteria are not put into practice practically. There are still diseases in the city, such as prolonged dengue fever. There are lack of drastic measures, low performance in management and operation, and lack of proactiveness to help enterprises overcome difficulties. Several civil servants do not fulfill their responsibility; leaders and officials at grassroots level sometimes cause inconvenience to the people, or have improper behavior towards people.

In order to solve the problems, Ha Noi gives following targets: improve investment and business environment, and encourage innovation, creativity, startup, enterprise development and economic growth; continue restructuring of economic sectors in association with innovating growth model, increasing capacity, quality, efficiency and competitiveness; develop culture, education and health, maintain social welfares and improve people’s life; improve planning management, urban construction, new-style rural area construction and environment protection; guarantee national defense, social safety and order; improve foreign services and international integration.

Key tasks are given as following: further increase effort to reform, organize the apparatus, and improve implementation of laws, policies as well as leadership at all levels and sectors; encourage and support establishment of enterprises; attract investment and implement non-state funded projects, foreign invested projects, implement capital construction projects at the beginning of 2018, in particular key projects; review and take measures to handle the lack of public school in urban areas, urge progress of projects on building schools with investment of the private sector, and build national standard schools; improve environment, maintain food safety, supply clean water, handle solid waste, continue the program on planting one million trees, and put cables underground; build and gradually create conditions for a smart city; maintain social welfares; increase political security, social safety and order, prevent crimes, and maintain effective operation of the Steering Committee 197; review result after performing tasks of Ha Noi Party Congress.
