Online conference deploying labor and social affairs work for 2018 held in Ha Noi (22:16 19/01/2018)
Among leaders of Ha Noi were Nguyen Duc Chung, member of the Party Central Committee, Deputy Secretary of the Ha Noi Party Committee and Chairman of the Municipal People’s Committee; Phung Thi Hong Ha, Vice Chairwoman of the Municipal People’s Council; Ngo Van Quy, Vice Chairman of the Municipal People’s Committee.
In 2017, the labor, invalids and social affairs sector gained more achievements. The entire political system and all levels, sectors organized numerous, practical and solemn activities to mark the 70th anniversary of War Invalids’ and Martyrs’ Day (July 27).
Especially, the sector well implemented preferential policies for revolutionary contributors. After all, by the end of 2017, the rate of poor houses reduced by 1,35% compared to the same period last year.
Besides, the sector paid special attention to the elderly, child care and protection, gender equality, women, etc.
Giving a report at the conference, Vice Chairman of the Ha Noi People’s Committee Ngo Van Quy emphasized that in 2017, Ha Noi fulfilled all missions and targets of the labor and social affairs work. Particularly, to celebrate the 70th anniversary of War Invalids’ and Martyrs’ Day, the city built and repaired 8,211 houses worth VND 955 billion for revolutionary contributors; raised the gratitude fund, reaching 370% against the plan; presented 9,200 savings books; repaired and improved 269 memorial works with the total cost of VND 195 billion, etc.

The city leader suggested that the Central and the Ministry of Labor, Invalids and Social Affairs study the settlement of policies for contributors and sick soldiers. The Government should offer specific regulations and policies to attract enterprises to join in vocational training, he added.
Addressing the event, Prime Minister Nguyen Xuan Phuc praised the achievements gained by the labor, invalids and social affairs sector in 2017. However, he also pointed out shortcomings and weaknesses which need removing in the coming time.
On basis of eleven key missions assigned by the Government at Resolution 01, the Ministry of Labor, Invalids and Social Affairs should deploy missions for 2018 since the beginning of the year. The PM asked the ministry to urgently build schemes on reform of salary and social insurance policies to submit to the Party Central Committee’s 7th plenum; improve the quality of vocational training; create favourable conditions for private economic sector to take part in building vocational training establishments.
PM Nguyen Xuan Phuc requested that the sector must strengthen the management of Vietnamese laborers in foreign countries and expand the labor export market; complete and effectively implement policies of social welfare and poverty reduction; gradually increase the coverage of social insurance; strictly handle child abuse and violence cases; promote administrative reform, especially administrative procedures, etc.
Re-affirming the profound impact of the fourth industrial revolution to employment and labor, the PM asked the Ministry of Labor, Invalids and Social Affairs to synchronously develop science and technology and human resources. In 2018, the ministry must focus on renewing vocational training system toward autonomy in association with businesses, etc.
