The event saw the attendance of Politburo member and State President Tran Dai Quang and his spouse; Politburo member, Deputy PM and Minister of Foreign Affairs Pham Binh Minh; member of the Party Central Committee and Chairman of the Ha Noi People’s Committee Nguyen Duc Chung and over 1,000 overseas Vietnamese representing for 4.5 million Vietnamese who are living and studying in foreign nations and territories.
On his opening speech at the program, Deputy PM, Foreign Affairs Minister Pham Binh Minh said that in 2017, overseas Vietnamese (OV) community comprehensively deployed a series of activities and made positive changes. Many OVs positively took part in annual activities, such as “Xuan Que huong” program, visiting Truong Sa Island, cultural exchanges, etc. He affirmed that the OV are friendship bridges between Viet Nam and countries.

On behalf of leaders of the Party and State, President Tran Dai Quang extended his best wishes to all OV living in foreign nations and territories on Tet.
He said that in 2017, the entire Party, army and people increased efforts to overcome difficulties, challenges and gained important achievements in all fields. “2017 was the first time in many years we completed and exceeded all 13 socio-economic development targets set by the National Assembly,” the President noted, macroeconomic stability, inflation under control, budget revenues and large balances of the economy were guaranteed. GDP growth reached 6.81% while export-import turnover reached USD $425 billion, the highest figure ever.
He also emphasized that 2017 was a special limestone of the diplomatic history. First of all, the country successfully completed the hosting role of APEC Viet Nam 2017 and 2017 APEC CEO Summit, making history in the process of economic integration of the Asia-Pacific region, demonstrating the stature and wisdom of Viet Nam as well as contributing to consolidating the trend of trade liberalization and investment and the role of multilateral cooperation with other countries, he said.

The President acknowledged the valuable contribution of the overseas Vietnamese community. In spite of various difficulties and challenges, the community always strengthens the solidarity among Vietnamese expats to support each other in life as well as and tries the best to preserve national cultural characteristics.
He affirmed that the Vietnamese Party and Government consistently consider the overseas Vietnamese community as an integral part of the nation, and always welcome them back to their home country to engage in national development.
On the occasion of the upcoming Lunar New Year Festival 2018, he hoped that Vietnamese expats will bring into full play the patriotism, self-reliance and national unity strength to build Viet Nam more prosperous. He confirmed that the Party, State and people will create favorable conditions for OVs to return their home and make further contributions to the national development.

President Tran Dai Quang and his spouse, Permanent Deputy Secretary of the Ha Noi Party Committee Ngo Thi Thanh Hang and the delegates then released carp into Uncle Ho’s fish pond to observe the traditional Kitchen God Day ahead of the Lunar New Year.
