Positive changes in ensuring food safety
In the first quarter of 2017, the capital city monitored 38,102 facilities, detected 6,784 violation cases, fined nearly VND 10 billion for 1,758 cases. Especially, many districts, towns strengthened the leadership in localities. Heads of Party Committees, authorities at all level were responsible for tightly supervising the situation of food safety and hygiene in areas; timely granting documents to direct the deployment in line with realities of localities, units.
In particular, in Chuong My District, Chairman of the district People’s Committee Dinh Manh Hung said that the district has numerous breeding facilities, therefore, the district organized many training courses on food safety knowledge to all farmers. In the first quarter of the year, the district also established inter-sectorial inspection delegations to check and handle 50 facilities violating food safety. Meanwhile, the district veterinary sector alone fined 19 violation cases with the total amount of VND 60 million; the health sector also handled three cases with the total fine of VND 95 million and destroyed 145 kilograms of food ingredients, 2 kilograms of additives, 97 kilograms of un-known origin meat.
Similarly, in recent years, Hoan Kiem District has regarded food safety assurance as a key mission. According to Chairman of the district People’s Committee Duong Duc Tuan, over the past years, the district has established 19 inter-sectorial inspection teams to monitor food safety performance in facilities. Thanks to inspection campaigns, the district has reminded 1,058 establishments; fined 170 ones with the total amount of VND 450 million.
Besides, to improve efficiency of food safety management, now, 18 ward of Hoan Kiem District are deploying models of food safety assurance for concentrated catering services. The district is solving food safety issues in association with the building of urban order and civilization. Apart from pilot streets, the district deploys food safety assurance in pedestrian areas and Ha Noi Old Quarter attracting a large number of domestic and foreign visitors.
Improving management abilities of food safety and hygiene
Beside efficiencies in managing food safety, the leader of Hoan Kiem said that local people have not been aware of consuming safe food in markets. Therefore, the leader also recommended that along with building new markets, the district should review socialized markets and take proper measures for efficient use. In addition, the industry – trade sector in collaboration with the urban architecture sector can arrange markets along routes to remove street vendors.
Relating to shortcomings of regulations on handling violation cases of food safety management, Chairman of the People’s Committee of Thanh Xuan District Nguyen Xuan Luu said that in the process of handling food safety violations, the district has encountered many difficulties due to unclear mechanisms and policies.
The leader of Thanh Xuan District also suggested that along with supporting for the new style rural construction, the capital city can give assistance to districts, towns for clean food consumption, contributing to creating clean and safe food resource for consumers throughout the capital city.
To better ensure food safety, the city will strengthen cooperation among departments, sectors, localities; focus on managing wholesale markets and controlling temporary markets, supermarkets, shopping malls. According to Director of the Ha Noi Department of Health, Deputy Head of the Steering Committee of Food Safety Nguyen Khac Hien, the capital city will enhance unscheduled inspection and tighten the cooperation with districts, towns, wards, communes; clearly indentify responsibilities of leaders from the city to localities in ensuring food safety.
To strengthen the state management of food safety, the Action Month for Food Safety 2017 is scheduled to be held from April 15 to May 15, 2017. In the action month, the capital city will set up six inter-sectorial delegations to check the deployment of districts, towns, wards, communes as well as the reality in several facilities producing, trading, processing vegetables, meat, alcohol products in the area.
