Ha Noi to enhance information technology in association with administration reform (21:25 11/10/2017)
Education and training sector see the most remarkable progress. The Department of Education and Training launches online enrollment system in 2,620 school units, and attracts over 250,000 families; the enrollment portal attracted over 6.2 million visitors. Online registration in 2017 accounts for 70.68%, an increase of 15% against the last year.
The Department also launches teachers’ e-markbook in 2,762 schools. Primary education management software is officially launched in 752 schools of the city.
In terms of health, electronic health record system is launched in 20 communes and wards of five districts (Long Bien, Ba Dinh, Nam Tu Liem, Gia Lam and Soc Son). 859,062 e-records are set up. Cancer screening management is put into use in Saint Paul Hospital, Ha Noi High-tech and Digestive Center and wards of four districts (Dong Da, Thanh Tri, Long Bien and Soc Son); information of 114,998 samples for testing is updated.
Information technology is also applied in the field of natural resources and environment, complaints and denunciations management, economy, culture and social affairs. In terms of transport and urban management, in June, Ha Noi begun to pilot Iparking on two streets of Hoan Kiem District, which allows users to search and pay for parking by mobile phone. So far, over 130,000 transactions are fulfilled; revenues in three months was over VND 2 billion. From September 1, the application is launched further in four districts of Hoan Kiem, Ba Dinh, Hai Ba Trung and Dong Da.
Currently, the Department of Transport in cooperation with FPT Joint Stock Company is re-examining list of public passenger transport infrastructures for further digitalization of the database; it is expected to be completed in December. Furthermore, Ha Noi is coordinating with Viettlel, FPT and VNPT to establish municipal Information Technology Supervision and Operation Center and launch smart transport system and tourism. Information system of land management, urban management, transport, culture, sports, tourism, investment management and finance are continued in the last quarter of 2017.
Ha Noi issues list of 201 online public services at level 3 and level 4, which will be launched in 2017. So far, 5,273 officers have accounts on the online public service system; around 94% of dossiers are submitted online. Services witness high rate of online exchanges in particular fields, such as justice, business registration, taxation, customs, social insurance, passport, and information and communications.
In the past nine months of 2017, Ha Noi comprehensively launched 81 online public services in 168 wards, 12 urban districts and 10 departments, thus increasing the number of level 3 and level 4 online public services to 391.
