All levels, sectors join hands to protect and care for children (11/09/2017)
HNP - After 5 years of implementing the Directive 20-CT/TW dated November 5, 2012 of the Politburo on enhancing the leadership of the Party in the work of caring, educating and protecting children in the new situation”, Party Committees at all levels have popularized, implemented strictly and made remarkable changes to improve their awareness and responsibility in caring, educating and protecting children in the area.
After the Politburo issued the Directive No. 20-CT/TW and the Ha Noi Party Committee granted the Directive No. 19-CT/TU dated June 19, 2013 on “Enhancing the leadership of the Party in caring, educating and protecting in the new situation”, the Municipal People’s Committee released a plan on implementation. Accordingly, Party Committees and authorities at all levels strengthened communication, popularization via diversified forms, such as conferences, talk shows, communication campaigns, forums, contests, etc. The Municipal People’s Committee directed all levels, sectors to boost the popularization to improve the awareness on protecting, taking care of children; bring the implementation of targets into programs, plans of sectors, collectives and localities.
Departments, sectors and collectives well performed policies for children. Thus, 100% of children in difficult circumstances were supported to buy health insurance cards; 99.2% of children under 6 years old were provided health insurance cards; the rate of malnourished children reduced to 13.6%; 99% of children under one year old were vaccinated; 99.8% of children in difficult circumstances were cared and supported.
Every year, the Viet Nam Bank for Social Affairs of Ha Noi gives financial assistance to 30 districts, suburban districts, towns and 584 communes, wards; supports and takes care of children in difficult circumstances via diversified forms, such as: giving monthly allowance, granting health insurance cards, donating scholarships, etc.
Furthermore, the capital city has paid attention to managing and supporting children in difficult circumstances and child abuses. From 2013 to July, 2017, Ha Noi received and directed People’s Committees of districts, suburban districts and towns to deal with 90 child abuse cases. After all, 100% of objects were intervened and assisted.
In the coming time, the capital city will strive to fulfill following key targets: the rate of malnourished children will be under 13.6%; 540 out of 584 communes, wards, towns will be recognized as suitable areas for children; by 2020, building one Children's Theater in the inner city area; etc.
To get the above goals, the capital city will continue strengthening communication, popularization of the Directive No. 20-CT/TW, the Directive No. 19-CT/TU; launching communication campaigns to encourage all levels, sectors, agencies, communities and families to jointly protect, educate and take care of children.
The City also focuses on: Improving the ability of the state management; enhancing the review and investigation of children in difficult circumstances in the capital city to well implement missions of child protection, care as well as policies for children in difficult circumstances, boosting the inter-sectorial cooperation to prevent and timely handle child abuses, accidents, injuries, especially deaths due to drowning and concerned issues of child protection and care in the capital city.
The City pays attention to :Consolidating officials and staffs in charge of protecting, educating and taking care of children at all levels; paying attention to professional training for officials, staffs; effectively carrying out plans, programs, projects on child protection, care and education of the Government; organizing key activities, such as: the action month for children, International Children’s Day, Mid-Autumn Festival, etc.
It is essential to carry out following tasks: Investing in child protection and care; ensuring enough funds in accordance with the Decree No. 13/2016/NQ-HDND dated December 5, 2016 of the Municipal People’s Council; promoting the socialization of available resources to take care of children comprehensively.
