Promoting democracy in implementing administrative procedures of lands (14/11/2017)

According to a report by the Department of Natural Resources and Environment, over the past years, the department has well performed democratic regulations in managing and operating activities of agencies, units as well as managing, using, educating, fostering and carrying out policies for public servants, labors. Every year, all policies, guidelines, plans, funds, enrollment, honoring and rotation of cadres are publicized transparently so as to create favorable conditions for officials, civil servants to participate in the supervision.
In addition, the department has performed democratic regulations in association with specialized missions, especially resolving administrative procedures and publicizing, simplifying procedures of land allocation, and lease, granting certificates of land use right to local people and enterprises. Thus, at present, the department issues certificates of land use right, registrations of land declaration for the first time to over 1.5 million lots, reaching 100% against the plan.
Besides, the department has also set up e-mails and hot lines to receive recommendations, proposals of organizations, individuals. Every month, the department’s leaders arrange the schedule to receive citizens at the headquarters as well as announce personal phone numbers and emails to receive recommendations.
Making a conclusion of the working session, Permanent Secretary of the Party Committee Ngo Thi Thanh Hang highly appreciated the results of implementing democratic regulation of the Department of Natural Resources and Environment. The highlight is granting certificates of land use right in accordance with requirements of the Directive 09 of the Party Committee. Inter-sectorial teams led by the Department of Natural Resources and Environment have worked with districts, suburban districts and towns to overcome difficulties to speed up the “red book” process for locals. The department should focus on resolving complaints and handling violation cases of land use, she added.
Furthermore, the Permanent Deputy Secretary emphasized that, in the coming time, the department must better implement democratic regulations; enhance the leadership of Party Committees at all levels and leaders; boost administrative reform and simplify procedures to create the best conditions for people and enterprises; carry out resolutions on downsizing, restructuring the organization, etc.
She also noted that to make greater gains in the coming time, the department should bring into full play democratic regulations so that officials and staffs will make more efforts to well complete public duties.
