Law on Cooperatives reviewed after 5 years of implementation (07/12/2017)

HNP – Politburo Member, Deputy Prime Minister and Head of the Steering Committee for Renovation and Development of Collective Economy and Cooperatives Vuong Dinh Hue chaired an online conference on December 6, reviewing five years of implementing Law on Cooperatives 2012. Deputy Secretary of the Ha Noi Party Committee Dao Duc Toan and Vice Chairman of the Municipal People Committee Le Hong Son attended the event.

After five years of implementing the law, the country has had a total of 19,569 cooperatives, up 3.07% in comparison with 2013, drawing the participation of 6.25 million people. 13,094 out of 15,606 units have transferred as stipulated by law, accounting for 83.9%. Those cooperatives have developed stably with average income of over VND 3 billion each.

 

Currently, the system of legal documents that give guidelines on performing the law is issued on basis of major missions assigned at Law on Cooperative 2012, Resolution No. 193/2013/ND-CP dated November 21, 2013. 61 out of 63 provinces and centrally-run cities have made plans, programs, schemes to develop collective economy, cooperatives. In addition, 42 provinces, cities have offered preferential policies for collective economy development.

 

Ha Noi has also well implemented support policies to encourage the establishment of new cooperatives; strengthened trade promotion; paid special attention to hi-tech application, agricultural and industrial promotion, infrastructure development; well carried out policies on loans, credit and social insurance for cooperatives.

 

By November, 2017, the capital city recorded 1,452 cooperatives converted according to Law on Cooperative 2012, accounting for 95%.

 

In the coming time, Ha Noi will review, instruct the rest cooperatives to implement conversion according to the law; dissolve cooperatives operating ineffectively; strive to fulfill key targets by 2020, such as: 80-90% of cooperatives will operate effectively, 80% of major cadres will be trained; the growth rate of collective economy will reach from 6.5-7.0% per year for the 2018-2020 period; establishing at least 30 new cooperative each year, etc.

 

Making conclusion of the conference, Deputy PM Vuong Dinh Hue highly appreciated units which have more efforts to strengthen communication, give guidelines and enforce 2012 Law on Cooperatives.

 

He also stressed that the collective economy, cooperatives is one of five important economic sectors. In the coming time, ministries, sectors should renew operational contents, methods of cooperatives; boost connection and application of advanced management methods of market economy; research, propose adjustments of 2012 Cooperative Law with a focus on some important issues; try their best to bring the law into life.

 

The Deputy PM also asked the Ministry of Planning and Investment to research, manage national information of Law on Cooperative 2012 for implementation in localities; study procedures for  registration of new cooperatives and other regulations.

 

In addition, the Ministry of Finance is tasked to study support policies on funds, exemption from personal income tax for cooperatives; early complete agricultural insurance, sum up bad debts, arrears to support cooperatives; submit decision on founding local cooperative assistance fund to the Prime Minister.

 

Meanwhile, the Ministry of Agriculture and Rural Development is in charge of completing the scheme on linking production, consumption for cooperatives, post-harvest mitigation, renewal of 15,000 cooperatives by 2020 according to the Government’s program; formulating a scheme on application of high technologies in agricultural production.

 

The State Bank of Viet Nam is assigned to provide more loans; adjust Decree 55 on credit policies for agriculture, rural development and then submit to the Government for settlement.
