City to implement Action Program 16-CTr/TU of the Municipal Party Committee (14/03/2017)
HNP - The Municipal People’s Committee has recently issued Plan 60/KH-UBND on implementing Action Program 16-CTr/TU dated December 30, 2016 of the Municipal Party Committee on realizing Resolution 05-NQ/TW of the Central Congress on major policies to further reform the growth model, improve quality, labor productivity and competitiveness of the economy, and Resolution 06-NQ/TW on realizing international economic integration, maintaining political and social stability in the context of new-generation free trade agreements.
Accordingly, Ha Noi aims to further consolidate the economy, control Consumer Price Index (CPI) and keep CPI increase below 5% per year. It is expected that in the period of 2016 to 2020, 35% to 40% of enterprises have creative activities; social labor productivity increase 6.5% per year on average. In 2020, 70% to 75% of employees are qualified; rural laborers account for 20% of social laborers. Total-factor productivity (TFP) contributes 35-40% to the average growth.
In order to reach the targets, the Municipal People’s Committee aims to take comprehensive measures, such as improve efficiency and management of the economy, implement three strategic breakthroughs, give priority to developing and transferring science-technology, especially modern science and technology, boost development of private sector in both quantity and quality, improve connection and cooperation among localities and areas in regional economy development, implement urbanization effectively, reform the growth model in association with guaranteeing national defense and security, and improve effectiveness and capacity of state management.
Furthermore, the city urges effort to make policies and improve capacity to implement laws, improve the role of Ha Noi, increase capacity of competitiveness and international integration, and conduct international economic integration together with national defense and security, cultural value development and environment protection.
