The event was co-chaired by Hoang Trung Hai, Politburo member, Secretary of the Party Committee and Head of the National Assembly deputy delegation of Hanoi, and Le Van Thanh, member of the Party Central Committee, Secretary of the Party Committee, Chairman of the People’s Council of Hai Phong city.
In attendance, from Hanoi side, were Ngo Thi Thanh Hang, member of the Party Central Committee, Permanent Deputy Secretary of the Party Committee; Dao Duc Toan, Deputy Secretary of the Party Committee, among others.
Among Hai Phong’s leaders attending the conference were Nguyen Thi Nghia, Permanent Deputy Secretary of the Party Committee, Head of the National Assembly deputy delegation of Hai Phong; and Nguyen Van Tung, Deputy Secretary of the Party Committee, Chairman of the People’s Committee.
Giving a report on outcomes over the past years, Permanent Vice Chairman of the Hanoi People’s Committee Nguyen Van Suu said that Hanoi and Hai Phong have rolled out a wide range of cooperation programs in various fields while promoted connection, taken advantages and potentials in tourism, and brought into full play road infrastructure.
Moreover, departments, sectors, districts and businesses of the two localities have regularly held exchanges, contributing to general development of the two cities.
In terms of planning, Hanoi and Hai Phong have jointly worked out regional and inter-regional planning as well as target programs to develop economic triangle Hanoi – Hai Phong – Quang Ninh.
Both sides have also deployed cooperation programs on tourism development with the focus on setting up travel itineraries and high quality tour packages.
The two cities have put into operation transport infrastructure, such as Hanoi - Hai Phong highway, Hanoi – Hai Phong – Quang Ninh highway, and established two corridors for passenger and freight transport, including Hai Phong - Hanoi - Lao Cai and Hai Phong - Hanoi - Lang Son along with other routes from Hai Phong to industrial parks in Hanoi, Vinh Phuc, Bac Ninh, among others.
Notably, the two localities have strengthened cooperation in agriculture. Every year, Hai Phong provides a large number of aquatic breeds for Hanoi while creating eight agro, forestry and fishery chains to supply vital farm produce to Hanoi market.
However, leaders of Hanoi and Hai Phong agreed that the cooperation between the two localities has been still not commensurate with their potentials and advantages.
Basing on comprehensively reviewing achievements as well as shortcoming and weaknesses, leaders of the two cities signed a cooperation agreement with 13 concrete contents in fields of planning, development strategy, industry, trade, agriculture and rural development, tourism, transport, socio-economic development, environment, and social safety.
Accordingly, Hanoi and Hai Phong will enhance the ties in e-commerce and logistics while jointly studying about urban traffic and public transport models as well as general solutions to reduce traffic congestion in city’s downtown.

Addressing the event, Secretary of the Hanoi Party Committee Hoang Trung Hai expressed his delight at Hai Phong’s development in recent years.
He appreciated the two localities’ role in promoting the Northern key economic region as well as the whole country.
Secretary Hai urged the two cities to intensify exchanges in fulfilling planning tasks, mobilizing social resources, building urban administration, among others.
For his part, Secretary of the Hai Phong City Party Committee Le Van Thanh believed that the cooperation contents would help Hanoi and Hai Phong to fulfill their development targets in the coming time.

On the occasion, Hanoi presented financial support worth VND3 billion to the gratitude fund of Hai Phong.
Previously, the delegation of Hanoi visited and offered incense at Bach Dang Giang relic site in Thuy Nguyen District, Hai Phong.
