Vice Chairman of the Ha Noi People’s Committee Le Hong Son along with leaders of the city’s departments, sectors, and districts attended the teleconference at Ha Noi destination.
At the conference, a report of the Government Office showed that the consistent policy of the Government and the Prime Minister on implementing the one-stop-shop mechanism in settling administrative procedures has been specified into regulations, contributing to improving the quality of administrative procedure settlement as well as satisfaction of people and businesses.
Especially, the solution group on consolidating the apparatus, headquarters, and equipments for One-stop-shopping sectors at all levels and issuing internal processes and electronic processes in settling administrative procedures has promoted the working efficiency of officials, civil servants.
In terms of strengthening IT application to meet the requirement of implementing the one-stop-shop mechanism in settling administrative procedures, the National Public Service Portal is being built and will be put into operation in 2019. Additionally, Public Service Portals in provinces, ministries will be built or upgraded to make sure that every ministry, locality has a public service portal which is connected to national database on population, business registration, and national payment gateway.
Delivering a speech on solutions and experiences to enhance the implementation of online public services at level 3, 4 in settling administrative procedures in Ha Noi, Vice Chairman of the Municipal People’s Committee Le Hong Son said that Ha Noi established a Public Service Portal which provides online public services at level 3, 4 in 30 districts, suburban districts, and 584 communes, wards. The city strives to provide 55% of online public services at level 3, 4 in the end of 2018. By September 7th, 2018, the city provided 556 online public services at level 3, 4 out of 1883 administrative procedures.
According to Vice Chairman Le Hong Son, in 2017, Ha Noi successfully piloted two online public services at level 4 in Long Bien District. On the basic, in July, 2018, the city provided the service to all districts, suburban districts, communes, and wards throughout the city.
Besides, the city signed a cooperation agreement on receiving and returning results of the settlement of administrative procedures through public postal services with the Viet Nam Post.

On the occasion, Vice Chairman Le Hong Son suggested that ministries, sectors should deploy national database on population, land, and social welfare as a background for localities to carry out online public services and other application to better serve local people and enterprises; remove difficulties and problems in hiring IT services according to Decision No. 80/2014/QD-TTg.
Speaking at the conference, Deputy PM Truong Hoa Binh highly appreciated the effort of ministries, sectors and localities in administrative reforms over the past time. Apart from positive changes, there are many shortcomings and weaknesses in localities, units.
He urged ministries, sectors and localities to offer solutions and improve the quality of administrative procedure settlement as well as build, operate IT systems, and provide online public services.
