Ha Noi Party Committee summarizes ten years of implementing Resolution No. 22-NQ/TW (12:27 22/07/2018)


HNP – The Ha Noi Party Committee organized a conference on July 20th, summarizing ten years of implementing Resolution No. 22-NQ/TW of the Central Party Committee’s 6th plenum (10th tenure) and reviewing the performance of Program No. 01-CTr/TU in the first half of 2018. The event chaired by Dao Duc Toan, Deputy Secretary of the Municipal Party Committee.

After ten years of implementing Resolution No. 22-NQ/TW on improving the leadership capacity and fighting power of Party’s organizations and cadres, members”, the Municipal Party Committee’s Standing Board issued Resolution No. 09-NQ/TU dated February 27th, 2012 on strengthening the building of the Party and collectives in non-state businesses in Ha Noi by 2020”. 
 
After the five-year implementation, 856 out of 1036 Party organizations were established (accounting for 88.15% against the resolution’s target) and 5,964 new Party members were enrolled.
 
Furthermore, the Municipal Party Committee issued and implemented Project 06-DA/TU dated September 24th, 2013 on “Consolidating and organizing the Party organizations and others in the political system in residential areas, villages, communes, wards, towns in Ha Noi” so as to overcome shortcomings, weaknesses of the political system at grassroots for many years. After all, the city reduced over 2,000 villages and residential groups and 985 Party organizations, nearly 5,000 cadres.
 
Especially, to build the Party’s organizations and the political system at grassroots strong, transparent in association with consolidating  poor units, the Municipal Party Committee granted Resolution 15-NQ/TU dated July 4th, 2017 to review all Party units across the city. As a result, by the end of 2017, 148 out of 326 pressing issued (accounting for 45.4%) were settled and 75 out of 86 Party organizations were consolidated and improved their operational quality. 
 
In terms of six months of implementing Program No. 01-CTr/TU of the Ha Noi Party Committee, the city opened training courses for 144 cards, organized a scientific conference to collect opinions for the building of a project on piloting urban administration. 
 
Notably, the Municipal Party Committee released and deployed Program No. 20-CTr/TU on key scientific research in the city.

Making conclusion at the conference, Deputy Secretary Dao Duc Toan emphasized that building Party organizations and members is a central mission in many recent tennures.
 
  The Municipal Party Committee has deployed Resolution 22 of the Central with a focus on improving the operational efficiency of the Party organizations in agencies, units, schools, especially in non-state businesses, he added.
 
Thus, over the past ten years, the city attracted over 230,000 enterprises, significantly contributing to the socio-economic development. 
 
Regarding to major missions in the coming time, comcrade Dao Duc Toan considered the implementation of Resolution 22-NQ/TW in association with Program 01 of the Municipal Party as regular and important missions. 
 
He asked Party Committees, authorities at all levels to well carry out Decision 2200-QD/TU on regulations on meetings, direct dialogues between leaders of Party Committees, authorities at all levels and Fatherland Front Committees, political organizations and people”.
 
He also highly appreciated the city’s efforts in successfully consolidating agricultural land over the past time.
 
Party Committees, authorities at all levels should increase more efforts to offer measures to successfully carry out set missions and goals, the Deputy Secretary noted.
