According to Chairwoman of the Thanh Oai People’s Committee Le Thi Ha, by August 20, the suburban district detects 649 cases of dengue fever, 58 disease places in all communes and townships, and 162 patients. The number of dengue fever cases increase sharply against the last year.
In an effort to handle complicated movement of the disease, Thanh Oai increases leadership, enhances popularization of disease prevention, control and hygiene. Chemical is sprayed widely in the affected communes; people are mobilized to clean up the environment, collect waste and kill mosquito larva. Popularization is conducted among families, and supervision increased in clinics and residential communes.
According to Vice Director of Department of Health Hoang Duc Hanh, Thanh Oai is one of the nine “red alert” districts of Ha Noi with high number of dengue fever cases. The disease shows no sign to slow down despite of local government’s actions.
Vice Chairman of the Municipal People’s Committee Ngo Van Quy acknowledged effort of the district to prevent and combat disease, such as popularization, larva removal and chemicals spraying. However, the measures must be taken more comprehensively and drastically; otherwise, dengue fever tends to spread further.
Ngo Van Quy requested communes to act as the major force, supervise the situation and inspect regularly, improve their roles, and conduct examination weekly in the areas under their management. They should enhance popularization in different ways, and encourage students to kill larva around their houses and call for participation of family members.
In order to enhance the disease prevention and control, the Vice Chairman urged Thanh Oai to prepare detailed plan, mobilize manpower and supplies, and review the plan thoroughly. He also asked local government to call for young people’s participation in cleaning up the environment, increase leadership, and use reserve fund for disease prevention activities.
Ha Noi plans to conduct inspection to check disease prevention and control in localities, and announce result at meeting of the Steering Committee, he said.
For her part, Chairwoman of the Municipal People’s Council Nguyen Thi Bich Ngoc recognized effort of Thanh Oai, and urged for more drastic measures to handle outbreaks and control new disease areas. The suburban district must organize meeting with communes weekly to closely follow the situation and mobilize participation of people as well as unions. It shall review operation of working groups, conduct inspection and examination to assess responsibility of secretaries and chairpeople at commune level, and mobilize participation of women’s associations to detecting disease cases in families and report to the government.
Nguyen Thi Bich Ngoc asked Municipal People’s Committee and agencies to strictly follow instruction of the Municipal Party Committee, increase inspection in localities and grassroots, and report to the Party Committee. Meanwhile, the Department of Health shall act as advisor to the city in recommending procedures on managing, using equipments and supplies, and mobilizing manpower to the key areas; the Department of Finance shall guide districts through expenses for disease response, increase health workforce in medical establishments, and popularize treatment for dengue fever.
