The meeting was presided over by Nguyen Duc Chung, Chairman of the Municipal People’s Committee and Head of the Steering Committee for Information Technology.
According to Director of Ha Noi Department of Information and Communications Phan Lan Tu, thanks to close instruction of the Chairman, Ha Noi witnesses significant progress in the field of information technology. With an overall orientation for applying information technology, Ha Noi has favorable condition to connect and exchange database between systems. According to report on Information and Communication technology (ICT) Index 2016, Ha Noi ranked second among 63 cities and provinces nationwide in readiness for developing and applying information technology. According to report on IT application in cities and provinces under the Central Government, Ha Noi is one of the leading localities for IT infrastructure, application of IT in internal affairs, portals, number of dossiers at level 3 and level 4 processed online, policies and regulations on applying IT, and IT human resources.
No written invitation is used in city’s meetings since March 1, and no papers in meetings since April 1, 2017. Population database is exploited effectively. As the unit responsible for exploiting the population database, Nhat Cuong Company proactively performs the task and completes online public service software in accordance with actual requirements. By the end of April 2017, 4,681 officers are provided accounts on the online public service system. It attracts around five million visitors, and processed 82,580 out of 91.798 dossiers online, accounting for over 90%. Information systems attract large number of participants, visitors and dossiers; software and information systems are used effectively to serve citizens and enterprises.
Apart from achievement, the Director of Department of Information and Communications pointed out problems that Ha Noi is facing, suhc as limited awareness and qualification of human resources in districts, suburban districts and towns; large volume of dossiers and data for several online public services at level 3; slow progress of building shared applications like electronic inter-level One Stop Shop and e-office; incomplete software which causes inconvenience for users.
Speaking at the meeting, Chairman of the Municipal People’s Committee Nguyen Duc Chung required directors of city’s agencies, Chairpeople of People’s Committees of districts, suburban districts and towns to cooperate with the Department of Information and Communications to review administrative procedures under their authority, list the procedures that can be upgraded to level 3 and level 4, and provide the list to Nhat Cuong Company, so that the latter will launch the services on internet.
He also asked the Department of Information and Communications to double-check the purchase of equipments for officials, and consider further investment in districts and towns to prevent wastefulness. The Department in coordination with Authority of Plan and Investment shall act as advisor to the city in selecting investors of air monitoring station, smart traffic and general IT operation center of Ha Noi.
The Chairman urged sectors in cooperation with localities to launch the pilot chargeable services which help people lookup information in the fields of notarization and banking. He requested the Department of Information and Communications to digitalize database of enterprises, set up payment processing equipments in restaurants, coordinate with Nhat Cuong Company, districts and towns to pilot the system which help people book appointment online to process administrative procedures, and apply it further.
