Workshop to give comments on draft report on reviewing ten-year implementation of the NA’s Resolution 15 (18:36 27/05/2018)


HNP – The Ha Noi People’s Committee on May 24 organized a workshop to collect opinions for a draft report on reviewing ten years of implementing the National Assembly’s Resolution No. 15/2008/NQ-QH12 on adjusting administrative boundary of Ha Noi and a number of relevant provinces.

The event drew the participation of Nguyen Xuan Thang, Secretary of the Party Central Committee (PCC) and Director of the Ho Chi Minh National Academy of Politics; Ngo Thi Thanh Hang, member of the PCC and Permanent Deputy Secretary of the Municipal Party Committee; Nguyen Duc Chung, member of the PCC and Chairman of the Municipal People’s  Committee; Vu Hong Khanh, Chairman of the Viet Nam Fatherland’s municipal chapter; Vu Duc Bao, Head of the Municipal Party Committee’s Commission for Education and Communication; Nguyen Doan Toan, Vice Chairman of the Municipal People’s Committee.
 
Giving a report at the conference, Vice Chairman of the Municipal People’s Committee Nguyen Doan Toan said that after ten years of implementing Resolution No. 15/2008/NQ-QH12, the capital economy has posted an average growth rate of 7.41% per year, affirming the leading role in the northern key economic region.
 
After expanding the administrative border, Ha Noi has made greater gains in many fields of social welfare, education, healthcare, urban management and public administrative services.
 
Especially, the capital city has paid special attention to the planning. Accordingly, Ha Noi reviewed 642 projects and started 329 ones. So far, 57 general planning project and 136 detailed ones related to urban function areas, routes, social and technical infrastructure have been approved. 
 
After all, a series of civilized, modern urban areas have been established in the area, such as Van Quan, My Dinh, Mo Lao, An Khanh, Viet Hung, VinHome RiverSide, Linh Dam, Garmuda, Ciputra, RoyalCity, TimesCity, etc., creating the city’s new landscape during ten years of development.
 
In his opening speech, Chairman of the Municipal People’s Committee said that the report on reviewing the ten-year implementation of the NA’s Resolution 15 on adjusting administrative boundary of Ha Noi has received a lot of opinions at the conference on May 2, 2018.
 
At the conference, participants also highly appreciated the achievements of the city’s socio-economic development over the past ten years, he noted.
 
Some delegates suggested the city supplement and evaluate the completion of functional areas, satellite towns as planned as well as clarify advantages and challenges in carrying out the resolution; and add the building of local apparatus more streamlined and effective.
 
On the basis of suggestions, the report was adjusted and added the evaluation of contents related to the city’s development as well as a number of missions in the coming time, including promoting start-up businesses, training high quality human resources, strengthening international economic integration and developing new urban areas, applying achievements of the fourth industrial revolution, especially information technology application in operating state management agencies and serving local people.
 
Speaking at the workshop, Chairman Nguyen Duc Chung expected to receive experts’ comments and frank, comprehensive reviews of implementing the NA’s Resolution 15 in association with Resolution 11 of the Politburo on major orientations and missions of the city’s development for the period of 2011 – 2020. 
 
The city will collect all comments and give a report to the Government, the National Assemble and the Politburo for consideration of key orientations of the socio-economic development in the coming time.
