Positive changes on administrative discipline
Giving a report on the results of implementing the year of administrative discipline 2017, Director of the Department of Home Affairs Tran Huy Sang said that Ha Noi has issued many directive documents and specify contents so as to strengthen the administrative discipline and make positive changes in performing public duties of officials, civil servants; focused on reviewing, institutionalizing legal documents and standardizing administrative procedures, building internal processes, completing working regulations of levels, sectors, divisions of administrative bodies and public units in the area.
In addition, the capital city has paid attention to arranging, consolidating administrative apparatus from the city to districts, communes. Implementing Resolution 39 of the Politburo, the city has finished the arrangement of 70 Management Boards for construction and investment projects and streamlined 393 public servants according to Decree 108 of the Government, etc.

Especially, the capital city has continued strengthening the application of information technology (IT) in state management to make positive changes of leadership, direction, operation and administrative reform in serving local people, enterprises. So far, Ha Noi has implemented 391 online public services at level 3, 4. The rate of online dossiers reached 94%. It is expected that the city will provide 151 additional services by the end of 2017, increasing the total number of online public services at level 3, 4 to 556, accounting for 29.9%. However, the director also showed some shortcomings and weaknesses in resolving administrative procedures.
Drastic handle of construction violation cases
In terms of implementing Directive 08-CT/TU, Director of the Department of Construction Le Van Duc said that over the past year, levels and sectors have focused on ensuring order and urban civilization. Particularly, in 2017, construction inspection teams checked 17,422 works, detected 1,916 violation cases. Functional forces drastically handled 1,571 works (accounting for 82% of total violations).
Particularly, to ensure traffic order and safety, the Municipal Steering Committee 197 has granted Plan 01 on enhancing inspection, handling of traffic violations in the capital city”. The Department of Police, People’s Committees of districts, towns have simultaneously launched campaigns on urban order and handled violations. Districts have also reviewed and checked 499 illegal parking lots, 1,850 violation cases to make settlement plans.
After all, Ha Noi has handled 45,374 violations of urban order with the total fine of nearly VND 21 billion. While, traffic police forces have fined over VND 63.3 billion for 230,474 violation cases, temporarily seized 7,541 vehicles and deprived 13,812 driving licenses, etc.
