HNP - In 2017, Ha Noi sees remarkable progress in applying information technology in state agencies. It contributes to enhancing administration reform and building e-government of the capital city.

Applying information technology in processing administrative procedures

2017 is considered as the year of breakthrough in the field of information technology. Ha Noi takes further steps to increase the use and development of information technology, creates fundamental change to build e-government, and strives to develop a smart city.

The municipal Department of Information and Communications fulfills its role as the standing agency of Ha Noi Steering Committee for Applying Information Technology. It acts as advisor to the Municipal People’s Committee, and increases cooperation with leading IT groups nationwide and worldwide. From the beginning of 2017, the Municipal People’s Committee signs memorandums of understanding with Microsoft, and cooperated with important Vietnamese enterprises like Viettel, VNPT, FPT and Nhat Cuong, had meeting and worked with foreign businesses from Israel, the USA, England, France, Italy, Australia and WeGO to develop e-gov and smart city. Thanks to the cooperation, Ha Noi gains a lot of experiences in giving orientation and boosting development of IT.

Further effort is made to apply IT in state agencies comprehensively. Ha Noi Data Center and WAN system are maintained. Supervision is maintained to ensure information safety of technical infrastructure and applications. Pilot project on data digitalization is implemented in People’s Committee of Long Bien district and Authority of Plan and Investment; database of population is shared with other departments and agencies of Ha Noi.

The municipal Department of Information and Communications in coordination with departments, agencies, sectors, People’s Committees of districts and towns launch 78 online public services at level 3 in nine departments, 584 communes, wards, towns and 30 districts and townships. The ministries and sectors also implement online public services in Ha Noi; as a result, the number of online public services at level 3 and level 4 in capital city is increased to 451, accounting for 23.6% of total administrative procedures in the city. The Department in cooperation with other units is carrying out other services according to the list of online public services and procedures at level 3 and level 4 in 2017 approved by Municipal People’s Committee. It is expected that by the end of the year, around 32% of administrative procedures in Ha Noi are online public services.

In terms of applications as basis for smart city, the Department launches environment monitoring systems at 10 places, monitoring system of West Lake water quality, rain monitoring system, and provides flood map on Ha Noi Portal. Iparking, an application to search and pay for car park, has been implemented since June 2017 on two streets (Ly Thuong Kiet and Tran Hung Dao), including 17 parking places for 248 trucks. So far, there are over 130,000 successful transactions via Iparking. The application has been launched further in four districts since September 1, offering 89 parking areas to serve walking streets around Hoan Kiem Lake and surrounding area. Districts and towns are considering further use of the application for motorbike parking.

All districts, suburban districts, towns, communes, wards maintain and use software to manage documents, and connect with each other on Internet. Common applications are maintained, such as portals, electronic One Stop Shop of departments, agencies and People’s Committees. The city is building a shared One Stop Shop system for three levels.

So far, Ha Noi has successfully expanded modules for units to declare processes. As scheduled, it will be completed and officially put into use at the end of December.

The city also pays special attention to security. Ha Noi signs cooperation agreements with the Viet Nam Office of Government Cryptolog, focusing on security, identification, information security monitoring for IT application system, and cooperation for monitoring information security of technical infrastructure and IT application, such as issuance of digital identity cards and review of equipments.

The city in cooperation with Department of Information Safety conduct popularization of information security for departments, People’s Committees of districts and towns on security measures and information security system for shared system. In 2017, Ha Noi opens the IT and Innovative Business Incubator, and officially puts it into operation. So far, it receives 27 project dossiers and startup ideas in the field of IT. Meetings between the Municipal People’s Committee and IT, innovative enterprises of Ha Noi are organized. This is opportunity for city leaders to hear the voice of IT and innovative enterprises, startup supporting organizations, investment funds and investors.

The Ha Noi Business Ecosystem Portal ( is launched at the end of 2017, creating an online basis to connect startups, attract international enterprises, create new jobs, encourage ideas and improve economic values of the ecosystem.
