Secretary of the Municipal Party Committee and Head of the National Assembly deputies of Ha Noi Hoang Trung Hai, Chairwoman of the Municipal People’s Council Nguyen Thi Bich Ngoc and Permanent Vice Chairman of the Municipal People’s Committee Nguyen Van Suu were present at the meeting.

In the first quarter of 2017, Ha Noi witnesses good growth rate of the economy. Gross Regional Domestic Product (GRDP) increases 7.06%, an increase compared to 6.95% in the first quarter of 2016. The service sector goes up 7.26%, industry and trade sector 6.99%, and agriculture sector 0.54%. Export turnover reaches US$ 2.385 million, rising 2.1% against the same period last year.

In terms of tourism, Ha Noi receives 6.13 million tourist arrivals, a year-on-year increase of 7%; the number of international visitors is 1.27 million, increasing 10%, and Vietnamese visitors 4.86 million, an increase of 6%. Total revenues of tourism reach VND 18.1 trillion, increasing 9%. The city successfully connects and promotes trade exchange with cities and provinces nationwide, thus stabilizing the market and prices. However, value added of industry sector decreases against the same period last year; many products see reduction of output; there are still shortcomings in food safety management; fire explosion has complicated movements.

Speaking at the working session, Ha Noi People’s Committee asked the National Assembly deputies to suggest amendment, supplement of the Capital Law to the National Assembly, focusing on social housing development and severer punishment for violations in domain of advertisement.   

For the Law on Public Investment, Ha Noi asked for decentralization and authorization, so that the city might approve investment policy for public investment projects in group A using city’s budget and on-going ODA projects in Ha Noi after the Prime Minister allows increase of ODA loan limit for the projects.

Furthermore, the National Assembly deputies of Ha Noi voiced their concerns over traffic jam, pollution of water and environment, and repeated encroachment of side walk and pavement for business. They requested more inspection, closer control and severer punishment to deter further violations.

For his part, Secretary of the Municipal Party Committee Hoang Trung Hai highly appreciated effort and high sense of responsibility of the Permanent members of Municipal People’s Committee, leaders of city’s authorities and the deputies. The National Assembly deputies of Ha Noi would acknowledge the feedback, sum up and classify them, and submit them to the National Assembly, Government, ministries and central agencies, he confirmed.

In an effort to handle repeated encroachment upon sidewalk and pavement, the Municipal Party Committee founded mission to supervise the implementation of Plan 01/KH-BCD197 dated March 3, 2017 of the Steering Committee 197 on increasing inspection, control and handling violations of traffic, urban order and parking. In case of loose management, the local governments must take responsibility and be fined accordingly.

For treatment of environment and water resource pollution, over the past years, Ha Noi has implemented projects to dredge the rivers and improve water quality. However, city encounters slow progress of the projects due to limited capital resources. Ha Noi would further cooperate with authorities to improve and revive rivers, in particular urgent projects, Hoang Trung Hai said.
