Speaking at the meeting, Bertrand Lortholary emphasized the cooperation relations between France and Viet Nam, especially France and Ha Noi in environment protection and air quality. There are some featured projects, such as project on technical support to research, assess air of Ha Noi signed in 2016 between AirParif and Ha Noi Department of Natural Resources and Environment. Thanks to non-refundable ODA from the Study and Capacity Strengthening Fund (FERC) of French Development Agency (AFD), the project has been implemented in Ha Noi; 10 air monitoring stations were put into use in 2016.
Representatives of Airparif presented outcome of the project after one year of implementation. According to Director of Airparif Bouvier Frederic, the research aims to supervise quality of air in Ha Noi, and expects to receive further support as well as cooperation of Ha Noi government for the next phase.
For his part, Nguyen Duc Chung highly appreciated result of the project, and asserted its efficiency as well as practicality. Based on the project outcome, HA Noi will build an action program to improve air quality. He asked Airparif to give further assessment to improve the substandard air monitoring stations, supplement and enhance air quality evaluation system of Ha Noi. The city leader also requested Airparif to provide mobile devices to monitor air quality, and prepare a plan to integrate all databases into one center for the convenience of locals and visitors. Based on the result of researches, measures to clean up the environment will be given.
The Chairman of Ha Noi also expected for further support of the French Embassy to complete the project in 2018, and assistance for human resource training to operate the monitoring system.
Bertrand Lortholary acknowledged the opinion, and confirmed to create favorable conditions for the French – Ha Noi cooperation. He also expressed the hope to expand cooperation with capital city, especially in the field of environment protection and air quality.
