The Phu Xuyen Commune People's Council on July 1 convened its first session of the 2021-2026 term to review and approve key matters under its authority.
This marked a significant moment, taking place on the very first day of implementing the new two-tier local government model across the country.
The session was attended by Nguyen Ngoc Tuan, Vice Secretary of the Hanoi Party Committee and Chairman of the Hanoi People's Council, and Nguyen Hong Nhat, Permanent Deputy Head of the City Party Committee's Organization Commission.
Phu Xuyen Commune was established by merging the entire natural area and population of the former Phu Minh and Phu Xuyen Townships, along with the communes of Nam Tien, Hong Thai, Quang Ha, Nam Phong (of the former Phu Xuyen District), Minh Cuong, Van Tu, and parts of To Hieu and Van Nhat communes (of the former Thuong Tin District).
With 294 representatives, Phu Xuyen is now the commune with the largest number of People's Council deputies in Hanoi, including 279 communal-level deputies and 15 district-level deputies assigned to the commune.
At the session, the Phu Xuyen Commune People's Council announced resolutions from the Standing Committee of the Hanoi People's Council on appointments to key positions including Chairman, Vice Chairman, and Heads of Committees of the Phu Xuyen People's Council for the 2021-2026 term.
Appointments were also made for the Chairperson, Deputy Chairpersons, and members of the commune People's Committee.
Nguyen Xuan Thanh, Party Secretary of Phu Xuyen Commune, was appointed Chairman of the People's Council, while Bui Cong Than, Vice Party Secretary, was appointed Chairman of the People's Committee.
Resolutions were also announced for the appointment of committee members, including part-time members for the Economic and Budget Committee and the Cultural and Social Affairs Committee of the communal People's Council.
The council approved the formation of its internal committees, each with five members, and passed resolutions on establishing specialized agencies under the People's Committee, the local socio-economic development and budget plan, and the schedule of regular council meetings for 2025.
Speaking at the event, Chairman of the Hanoi People's Council Nguyen Ngoc Tuan said that the city's leadership had shown strong commitment and taken decisive, methodical steps to complete the reorganization of administrative units and ensure the effective implementation of the two-tier local government model in Hanoi.
He noted that the reorganization was not just an administrative adjustment, but a significant political and structural reform aimed at creating a streamlined, efficient, and effective political system that serves the people better.
Tuan added that this reform reflects the political will to build a lean, efficient, and responsive public administration, capable of keeping pace with the country's development.
He highlighted the strategic role of Phu Xuyen Commune as a key locality in the southern gateway of the capital, a rapidly growing area with several major city-level projects underway.
Tuan called on the Party Committee, authorities, the Fatherland Front, and mass organizations in Phu Xuyen to strengthen unity, take initiative, and act with greater responsibility to unlock the commune's potential.
He urged them to adopt more innovative approaches in leadership, governance, and the operations of mass organizations.
In the immediate term, he stressed the need to focus on maintaining smooth and continuous leadership, management, and operations under the new governance model, without disruption to economic activities or public services, especially those involving citizens, businesses, and essential services.
Tuan also emphasized the importance of building a strong and clean political system.
He called for continued efforts to streamline administrative structures and enhance effectiveness, while supporting individuals affected by the organizational restructuring.
He urged local officials, Party members, and civil servants to uphold a strong sense of responsibility, dedication, and integrity in public service.
He said they must be pioneers in reforming administrative thinking and always put public service outcomes at the center of performance evaluation.

"Officials must earn the trust, agreement, and support of the people. The effectiveness in solving public issues must be the benchmark for evaluating their quality," he said.
Tuan also stressed the importance of preparing for upcoming political events, including the commune's Party Congress and the 18th Hanoi Party Congress for the 2025-2030 term, as well as preparations for the 16th National Assembly and People's Council elections for the 2026-2031 term.
Given that Phu Xuyen has the largest number of council deputies among all communes in Hanoi, he urged the People's Council to effectively implement the Law on Local Government, the Law on Oversight by the National Assembly and People's Councils, Resolution No. 594 of the National Assembly Standing Committee, and Plan No. 15 of the City Party Committee.
He called for focused efforts to strengthen the effectiveness of local governance, ensuring timely and efficient decisions on major local issues.
Oversight, questioning, and accountability processes must focus on socio-economic development, administrative reform, and addressing urgent public needs to improve the quality of life for residents.
Tuan also encouraged People's Council deputies to continue fulfilling their responsibilities to the electorate, staying connected with the public, listening to their concerns, and engaging more deeply at the grassroots level.
He advised them to maintain close coordination with the constituencies where they were elected to gather insights and contribute meaningfully to council sessions, acting as true representatives of the people and as bridges between the public and the Party and government.
