Overview of the Party congress in O Cho Dua Ward.
The Party Committee of O Cho Dua Ward on August 3 held its first Party Congress for the 2025–2030 term.
O Cho Dua Ward covers 1.83 square kilometers and has a population of 71,293. It was formed by merging most of the area and population of the former O Cho Dua, Hang Bot, and Cat Linh wards (from the old Dong Da District), as well as parts of Van Mieu – Quoc Tu Giam, Trung Liet (also from old Dong Da District), and Thanh Cong and Dien Bien wards (formerly of Ba Dinh District).
According to Nguyen Anh Quan, Secretary of the O Cho Dua Party Committee, this is the first Party Congress since the administrative reorganization and the implementation of the new two-level local government model.
It holds great significance, as O Cho Dua is located in Hanoi's historic inner-city area and must set an example in all aspects.
Under the motto "Solidarity – Discipline – Innovation – Breakthrough in Digital Transformation – Sustainable Development," the Congress reviewed five years of achievements, drew lessons from past experience, and set new goals and tasks for 2025–2030 and beyond.
Le Ngoc Han, Standing Vice Secretary of the Party Committee and Chairwoman of the People's Council of the ward, noted that the previous term was particularly challenging due to the COVID-19 pandemic and other natural disasters.
The Party committees of the former wards stayed united, followed the leadership of the Hanoi Party Committee and the former Dong Da District Party Committee, and implemented their duties effectively and comprehensively, achieving many significant results.
Party-building efforts were carried out seriously and creatively, with strong emphasis on studying and following President Ho Chi Minh's ideology, ethics, and lifestyle.
The Party focused on raising awareness, strengthening the ethics of officials and Party members, and spreading the Party's policies effectively.
After the two-level government system was put in place, the Party Committee received 100 Party organizations from the former Party Committees.
These were later streamlined into 69 Party organizations to ensure efficient and effective operations. The Party's communication and public outreach work also saw practical innovations.
Several local "smart mass mobilization" models received praise and awards from the city. These models helped address many complex, grassroots-level issues.
Inspection and oversight were strengthened, helping to reinforce discipline and integrity within the Party. Leadership methods were renewed with a focus on key priorities, promoting creativity and comprehensive action.
Anti-corruption, waste prevention, and thrift practices were also actively implemented. The Fatherland Front and socio-political organizations performed well, helping to strengthen unity among the people.
Economically, the ward recorded solid growth. State budget revenues for 2020–2025 were estimated at over VND17 trillion (US$647 million).
Commercial and service sectors grew steadily year over year, and the economic structure shifted in a positive direction.
Commercial streets proved effective, meeting the criteria for urban civility. The ward also promoted digital transformation across multiple fields.
For the 2025–2030 term, the Party Committee set three breakthrough goals and identified five key tasks with five core solutions.
These include strengthening Party building, creating a clean and strong political system, and building a team of capable, ethical, and creative officials who dare to think and act to meet the demands of the new era.
The ward also aims to accelerate digital transformation, apply technology and innovation in governance and administration, support economic and social development, maintain political and social stability, and reinforce national defense and public order.
With its motto of "Solidarity – Discipline – Innovation – Digital Transformation – Sustainability," the O Cho Dua Party Committee is determined to uphold the ward's rich historical and cultural legacy, foster unity, and promote innovation to build a more modern and sustainable urban area.
In his address to the Congress, Hanoi Chairman Tran Sy Thanh praised the comprehensive achievements of the Party, government, and people of O Cho Dua Ward.
He appreciated the serious and scientific preparation by the ward's Party Committee, especially the drafting of political reports that accurately reflected past results, identified weaknesses, and offered realistic, high-impact solutions for the future.
Looking ahead to the new term, Chairman Thanh emphasized that Hanoi is entering a historically significant period.
The city will revise the Constitution, implement new policies under the Capital Law, and pursue its four strategic development pillars.
These developments, combined with active participation from Party organizations, officials, and citizens, create favorable conditions for growth.
The 2025–2030 term will serve as a foundation for Hanoi to achieve its goal of becoming a "Cultured – Civilized – Modern" city by 2030.
The mayor urged the ward to uphold the Party's leadership role, ensuring unity and democratic principles throughout its operations.
He also emphasized the need to improve the capacity and fighting strength of Party organizations and members and to develop a competent workforce suited to the new urban governance model.

Chairman Thanh encouraged the ward to link economic development with improving people's lives, to develop a clear strategy for commercial and service industries, and to take advantage of its urban location and dense population.
He highlighted the importance of supporting private businesses and household enterprises in line with the Politburo's Resolution No. 57-NQ/TW (issued December 22, 2024).
He also suggested selecting a pilot area for urban renewal or a night economy zone, while developing model commercial streets that embody urban civility.
Chairman Thanh stressed the need to enhance urban management and make digital transformation and administrative reform more effective.
Public services and digital tools should be implemented efficiently to better serve both residents and businesses.
The ward's leadership must work more transparently and closely with the people to build an honest, people-centered government.
He called for continued efforts to strengthen the political system and maintain national defense, security, and social order.
Thanh reminded the ward to strictly follow the Party's resolutions on organizational building and to promote studying and applying Ho Chi Minh's moral example.
He concluded by calling on the ward's Party Committee to lead by example in Party and government building and to direct all activities toward improving the people's well-being.
Immediately following the Congress, the new Party Executive Committee must quickly develop a full-term work program and guide agencies and organizations to turn the Congress's resolutions into concrete actions.
Chairman Thanh expressed confidence that with unity, intelligence, determination, and a strong sense of responsibility, O Cho Dua's officials, Party members, and residents will build on past successes, achieve new breakthroughs, and make valuable contributions to the continued development of Hanoi, the capital of culture, heroism, and peace.
