Deputy Chairman of the Hanoi People's Committee Duong Duc Tuan chairs a meeting to review the preparations for upcoming Party congress in Thanh Oai, Dan Hoa, Binh Minh, and Tam Hung communes.
Delegation No. 13 of the Hanoi Party Committee on July 29 visited Thanh Oai, Dan Hoa, Binh Minh, and Tam Hung communes – part of former Thanh Oai District – to review their preparations for the upcoming Party congresses.
The delegation was led by Duong Duc Tuan, Member of the Standing Committee of the Hanoi Party Committee and Deputy Chairman of the Hanoi People's Committee.
Also attending were Vu Ha, Permanent Deputy Head of the Municipal Commission for Publicity, Education and Mass Mobilization, along with other delegation members.
At the meeting, the four communes reported on their implementation of Directive No. 45-CT/TW dated April 14, 2025, from the Politburo and Plan No. 329-KH/TU dated May 15, 2025, from the Hanoi Party Committee.
According to Mai Xuan Truong, Secretary of the Party Committee and Chairman of the People's Council of Dan Hoa Commune, after the administrative restructuring, the commune's Party organization now consists of 68 units.
This includes five Party Committees, 29 grassroots branches, and 34 village-level branches. Of these, five were newly established, while 29 branches were upgraded to grassroots-level status.
As of July 25, 100% of affiliated Party organizations had completed their congresses and public consultations on the draft documents for the 14th National Party Congress and the 18th Hanoi Party Congress.
The first Dan Hoa Party Congress for the 2025-2030 term will take place from August 1-2, with 189 official and 65 alternate delegates approved by the Party Committee.
All congress-related documents have been prepared thoroughly, aligned with guidelines from the city-level Party agencies, ensuring professionalism and quality.
In Thanh Oai Commune, Party Secretary and Chairman of the People's Council Bui Hoang Phan noted that stabilizing the organizational structure and preparing for the Party Congress were top priorities immediately after the administrative merger.
Within just one month, all Party organizations in the commune completed their meetings in compliance with regulations.
The first Thanh Oai Party Congress is scheduled for August 12-13 with 198 delegates, including 21 ex officio and 177 appointed members.
In Tam Hung Commune, Party Secretary and Chairman of the People's Council Bui Van Sang reported that the local Party organization now includes 52 units: four grassroots Party Committees, 26 grassroots branches, and 22 village-level branches, with a total of 1,915 members.
To date, the Party Committee has issued 85 documents to guide and direct preparations for its first congress, set to take place on August 13-14 with 186 official delegates.
The commune will also use QR codes to provide congress documents, reflecting an efficient and cost-effective approach.
In Binh Minh Commune, Party Secretary and Chairman of the People's Council Nguyen Khanh Binh stated that the commune's Party organization now includes 89 units with 2,468 members.
By July 28, all newly established branches and Party Committees had completed their congresses. The commune's first Party Congress will be held on August 20-21 with 250 official delegates.
The political report is being prepared carefully and scientifically, in line with Guideline No. 10-HD/TU issued by the city's Party Standing Committee on June 26, 2025.
The commune aims to develop into a modern, green, and culturally rich area by 2030, balancing urban and rural growth, protecting the environment, and improving residents' quality of life.
During the meeting, members of the inspection delegation suggested that the communes review and revise their political reports, paying attention to the congress themes, event decorations, public petitions, and local issues.
They also recommended adding targets for Party development and ensuring that congress publicity is dignified, economical, and in line with regulations.
Deputy Chairman of the Hanoi People's Committee Duong Duc Tuan requested that Party Committees of the communes take note of all feedback and emphasized that congress documents and activities must strictly follow guidance from the Central Committee and the Hanoi Party Committee.
He also encouraged the use of digital tools and QR codes for congress materials, and stressed that the political reports are especially important.
He urged communes to define their regional characteristics and vision to 2045, analyze the four key pillars outlined in Resolutions No. 57, 59, 66, and 68 of the Central Committee, identify strategic breakthroughs, and clearly assign responsibilities to the Party Secretary and executive leadership in organizing the congress.
