Speaking at the ceremony, Cu Ngoc Trang, Director of Hanoi's Public Administrative Service Center, stated that the launch of Public Administrative Service Center No. 1 in Dong Da District marks a significant step toward a model of public service that transcends administrative boundaries, eliminates intermediaries, and minimizes paperwork. This initiative aligns with the central government and the city's policies on streamlining and modernizing administrative structures to enhance efficiency and effectiveness.

Overview of the ceremony.
The establishment of an inter-ward public administrative service center not only simplifies administrative structures and optimizes resources but also offers tangible benefits to residents and businesses. Additionally, it helps reduce the workload for ward-level People's Committees and improves the efficiency of government staff.
With a modern information technology system, residents can search for information, submit applications online, and track the progress of their requests transparently via the iHanoi platform. This digital approach saves time and effort while alleviating overcrowding at in-person service counters.
According to Cu Ngoc Trang, one of the key advantages of this model is its ability to enhance coordination between different ward-level People's Committees. Standardizing administrative procedures prevents inconsistencies and ensures a more seamless experience for residents. The inter-ward approach also minimizes errors in handling administrative procedures. With all documents digitized and stored on a centralized system, residents can access information transparently, improving accountability and reducing delays in processing applications.
"Today's event is not only a milestone in administrative reform but also a testament to Dong Da District's strong commitment to improving public service quality," Cu Ngoc Trang emphasized.
Speaking at the ceremony, Trinh Huu Tuan, Vice Chairman of Dong Da District People's Committee, highlighted the district's commitment to implementing administrative reforms in line with the directives of General Secretary To Lam. This includes fully understanding the crucial role of administrative reform in conjunction with digital transformation.
The district is determined to effectively execute the city's 2025 theme: "Discipline, Responsibility, Action, Creativity, Development," along with the "Three Clarities" principle—clarity in procedures, progress, quality, and efficiency; clarity in authority and responsibility; and clarity in monitoring, inspection, and accountability of leaders. These efforts align with the Prime Minister's directives and Directive No. 24-CT/TU dated August 7, 2023, issued by the Standing Committee of the Hanoi Party Committee on strengthening discipline and responsibility in handling administrative tasks within the city's political system.

The center is set to enhance efficiency in the implementation of public services.
The district aims to modernize governance methods to both fulfill state management responsibilities and encourage innovation, unleashing labor potential and mobilizing all available resources for development. The focus is on practical needs, placing residents and businesses at the center, reducing waste of resources, swiftly identifying and addressing bottlenecks, and pushing for greater decentralization and delegation of authority while ensuring strict oversight and comprehensive administrative reforms.
Dong Da District has developed a proposal for an "Inter-Ward One-Stop Administrative Service Model" to enhance efficiency, effectiveness, and streamlined administrative services. The launch of Public Administrative Service Center No. 1 underscores the district's commitment to building a government that serves and prioritizes its people. It is also a key initiative to drive digital transformation and introduce groundbreaking improvements in the district's administration, ultimately enhancing services for residents and businesses.
To ensure the effective operation of Public Administrative Service Center No. 1, Vice Chairman Trinh Huu Tuan called for close coordination among ward-level People's Committees, district departments, the district and ward-level police forces, and relevant agencies. This collaboration is essential to efficiently handle administrative procedures, maximize service quality, and prioritize the interests of residents and businesses above all else.
