Procedure Issuing newsletters publishing license
Process

- Citizen/ organization prepares dossier according to the law.
The citizen/ organization selects one option to submit dossier.  One Stop Shop of the Department of Information and Communications receives and checks the dossier.  
If the dossier is complete and valid, One Stop Shop will accept it and issue a receipt with an appointment of the time and date for return of the result.
If it remains incomplete, the applicant will be advised to add.  
- Citizen, organization receives result on the date noted in the receipt at One Stop Shop section or via postal service.
Note: Dossiers submitted via postal services are received and handled only if they meet following requirements:
- Papers are notarized according to the law;
- Contact information is included;
- Citizen/ organization fills in the Registration form for receiving result of administrative procedures via postal service, and submit it together with the dossier.

Where to submit Where to submit - Option 1: The dossier can be submitted directly at the One Stop Shop of Department of Information and Communications, 185 Giang Vo Street, Dong Da District, Ha Noi. - Option 2: Dossier can be submitted via postal service to One Stop Shop of the Department of Information and Communications, 185 Giang Vo Street, Dong Da District, Ha Noi (Tel. 04.37367115). - Option 3: Dossier can be submitted online in website of the Department of Information and Communications (www. ict-hanoi.gov.vn).
Contents and number of the dossier

a) Dossier components:
- Application form for newsletters publishing license;
- Copy attached with original paper for verification/ legal copy of Establishment Decision/ Establishment License of organization, agency, legal person. The copy must be notarized or certified by competent state authorities;
- CV of the person to be in charge for publishing newsletter ;
- Manchette of the newsletter.
b) Number of dossier: one (01) original set

- Application form for the Newsletter Publishing License;
- CV of the person to be in charge for publishing newsletters.

Other requirements - The person in charge of publishing newsletter is qualified for information management. - The agency/ organization ensures proper operation for newsletter publishing. - Content of information, purpose, publishing schedule, size, number of pages, number of prints, place of printing, target consumers must be specified. - The agency/ organization has official work place and necessary conditions to ensure newsletter publishing.

- Press Law; Law on amending, supplementing some articles of Press Law;
- Decree 51/2002/ND-CP dated April 26, 2002 of the Government detailing implementation of some articles of Press Law; Law on amending, supplementing some articles of Press Law;
- Decision 53/2003/QD-BVHTT dated September 4, 2003 of the Minister of Culture and Information issuing the Regulations for publishing newsletters;
- Decision 3865/QĐ-BVHTT dated November 04, 2003 of the Minister of Culture and Information on authorizing the issuance and withdrawal of the newsletters publishing license.
