People with disabilities get support to integrate into community

VGP – The authorities of Ha Noi have spared no effort to assist people with disabilities in improving living standards, integrating into the community and supporting their families.

Offering favorable conditions

In June, the PM approved a plan to implement the Convention on the Rights of Persons with Disabilities. The Ha Noi Department of Labor, Invalids, and Social Affairs has put the Convention into reality and created favorable conditions for the disabled to integrate into the community and live in an effective manner.

So far, over 98,000 persons with disabilities were living in Ha Noi. They made up 13% of the population. Especially, over 13,000 persons with disabilities were members of poor households (accounting for 13%). Over 27,000 of people were the elderly (27%). Up to 11,000 handicapped or 12% were children . Over 12, 000 people suffered from severe disabilities.

In 2016, the city defined rate of disabilities and granted certifications for over 81,000 persons with disabilities. Up to 3,600 persons with disabilities were reared in the community and 1,300 others were taken care at social protection centers.

In addition, associations of the disabilities were founded at 30 districts, contributing to generating jobs and supporting the handicapped to integrate into the society.

Bonus policies for the disabilities

The local authorities have deployed a series of appropriate policies in line with the Convention such as free-on-charge bus fees for war invalids and persons with disabilities; monthly allowances for social beneficiaries; and taking care of the handicapped.

Over 1,100 persons with disabilities were given tuition fee cuts and exemption.

Up to 44,000 disabled people received medical treatment. As many as 1,000 people got wheelchairs. All of the handicapped were given free social insurance cards.

The city also allocated expenditures to provide vocational training for 200 persons with disabilities; preferential loans for over 1,300 people with disabilities to develop business and production. Over 1,000 people got jobs.

In addition, the Department worked with the Association for the Support of Vietnamese Handicapped and Orphans to host job placement fairs and seminars for the disabilities to integrate into the society.
